GEORGE TOWN, 16 Oktober 2017: Institut Integriti Malaysia (INTEGRITI) meneruskan penganjuran Roadshow INTEGRITI 2017, di mana pada hari ini program ini telah diadakan di Universiti Sains Malaysia (USM) di Pulau Pinang.

Roadshow INTEGRITI 2017 merupakan salah satu mekanisme INTEGRITI untuk membantu kerajaan-kerajaan negeri menjayakan agenda pembudayaan, penghayatan dan pengukuhan integriti selari dengan objekif Pelan Integriti Nasional, di mana ia dapat memberi gambaran jelas dalam perencanaan program atau aktiviti integriti agar lebih tersusun, terarah dan sistematik serta meninggalkan kesan dan impak yang menyeluruh ke atas kumpulan sasaran.

Presiden dan Ketua Pegawai Eksekutif INTEGRITI, YBhg Datuk Dr Anis Yusal Yusoff berkata, dalam usaha membudayakan agenda integriti, INTEGRITI menggunakan Roadshow INTEGRITI untuk memperkenalkan produk dan instrumen yang dibangunkan oleh INTEGRITI iaitu Dashboard INTEGRITI, Integrity Assessment Tools, Malaysian Integrity Profile, Pelan Integriti Organisasi dan Pembangunan Integriti Bersama Komuniti.

Kata beliau, menerusi Roadshow INTEGRITI 2017 segala maklumat berkaitan isu integriti di peringkat negeri akan dimuat naik dalam sistem yang dinamakan sebagai Dashboard INTEGRITI, yang merupakan satu paparan dalam bentuk pembangunan analisa yang berinformatif dan interaktif.

Melalui sistem itu, maklumat yang disediakan dapat dikongsi bersama bagi tujuan rujukan dan tindakan agensi-agensi pelaksana.

“INTEGRITI menghargai sokongan yang diperlihatkan oleh kerajaan-kerajaan negeri dalam memperkukuh budaya berintegriti tinggi. Penganjuran bersama Roadshow INTEGRITI 2017 adalah satu contoh. Justeru kami mengalu-alukan pandangan dan cadangan bernas yang berterusan daripada semua pihak,” kata Datuk Dr Anis Yusal.

Datuk Dr Anis Yusal juga berkata, INTEGRITI sedang membangunkan dua instrumen baharu iaitu persijilan integriti dan tanggungjawab sosial (I-SR) dan persijilan latihan integriti bagi meningkatkan program pembudayaan, penghayatan dan pelaksanaan program dan aktiviti berkaitan amalan integriti.

“INTEGRITI sudah ada enam produk dan instrumen setakat ini. Kami hendak membangunkan dua lagi instrumen bagi menawarkan platform yang lebih menyeluruh,” kata beliau kepada pemberita. Dua instrumen itu dijangka akan dapat diperkenalkan pada tahun depan.

Program Roadshow INTEGRITI 2017 hari ini dianjurkan dengan kerjasama Unit Integriti, Pejabat Setiausaha Kerajaan Negeri Pulau Pinang dan USM.

Majlis perasmian yang diadakan di Kampus Induk USM ini disempurnakan oleh YB Dato’ Seri Farizan Darus, Setiausaha Kerajaan Negeri Pulau Pinang.

Dalam ucapannya, Dato’ Seri Farizan berkata, menjadi harapan beliau agar semua pihak berganding bahu untuk mengamal, menghayati dan mendukung tindakan-tindakan yang boleh membantu ke arah budaya berintegriti tinggi.

“Pembudayaan integriti bukan sahaja jatuh pada mahu institusi kerajaan, tetapi semua pihak tidak kira kedudukan dan latar belakang perlu memainkan peranan masing-masing,” kata beliau sambil menambah, “amalan budaya berintegriti bukan sahaja melibatkan waktu kerja dari 8 pagi hingga 5 petang, sebenarnya sepanjang 24 jam sehari.”

Menariknya, Roadshow INTEGRITI di Pulau Pinang juga menyaksikan INTEGRITI dan USM menandatangani Memorandum Persefahaman (MoU). Antara lain, MoU yang ditandatangani ini bagi mencapai perkara-perkara berikut:

  1. penyelidikan bersama dalam mewujudkan organisasi berintegriti yang bebas dari segala bentuk rasuah, penyalahgunaan kuasa dan penyelewengan secara berterusan;
  2. penyertaan bersama dalam mewujudkan persefahaman dan berkongsi pengalaman dalam aspek khidmat rundingan, latihan, pendidikan serta usaha-usaha peningkatan amalan etika dan integriti di Malaysia;
  3. mewujudkan persefahaman serta bersepakat untuk bekerjasama dalam menyemai dan membudayakan integriti sebagai amalan hidup dalam kalangan pegawai pentadbir, staf akademik, para pelajar dan pihak-pihak berkepentingan USM; dan
  4. memperkasakan Unit Integriti dan Sekretariat Rakan Integriti Mahasiswa USM

Mengulas mengenai MoU itu, Naib Canselor USM, Profesor Datuk Dr. Asma Ismail menyifatkan ia sebagai usaha penting untuk berganding menangani cabaran dan isu berkaitan integriti dan membina strategi lebih mantap ke arah pencapaian matlamat integriti demi masyarakat masa hadapan yang lebih mantap dan jitu.

Datuk Dr Anis Yusal berkata, perkembangan hari ini juga memperlihatkan masyarakat pelbagai peringkat sudah mula menerima kepentingan membudayakan nilai-nilai berintegriti.

“Inilah harapan kami apabila memutuskan untuk mengadakan Roadshow INTEGRITI.

“Setiap persinggahan sepanjang program ini diharap akan memperlihatkan kelainan dari segi penerimaan dan akhirnya mencapai matlamat dan sasaran Pelan Integriti Nasional,” kata beliau yang turut membuat pembentangan mengenai isu dan cabaran integriti.

Beliau turut mengucapkan penghargaan kepada Pejabat SUK Pulau Pinang dan USM atas kerjasama yang diberikan bagi menjayakan Roadshow INTEGRITI di peringkat Negeri Pulau Pinang.

Roadshow INTEGRITI juga menggunakan pendekatan perbincangan meja bulat membabitkan peserta yang terdiri daripada rakyat semua lapisan masyarakat bagi mengenal pasti isu-isu utama yang menyumbang kepada pelanggaran integriti dan mengemukakan cadangan penyelesaian membina.

GEORGE TOWN, 16 October 2017: The Malaysian Institute of Integrity (INTEGRITI) continues its initiative in organising INTEGRITI Roadshow 2017 and today the programme was held at Universiti Sains Malaysia (USM), Penang.

INTEGRITI Roadshow 2017 is one of INTEGRITI’s mechanisms to help state governments in fostering the agenda of enculturating, appreciating and enhancing integrity in parallel with the objective of the National Integrity Plan, in which it could provide a clearer picture of programme planning or integrity activities to be more organised, direct and systematic, leaving a comprehensive mark and impact towards the target group.

INTEGRITI’s President and Chief Executive Officer, Datuk Dr. Anis Yusal Yusoff said, in the effort of enculturating the integrity agenda, INTEGRITI utilises INTEGRITI Roadshow as a way to introduce products and instruments that INTEGRITI has developed, which include INTEGRITI Dashboard, Integrity Assessment Tool, Malaysian Integrity Profile, Organisational Integrity Plan and Community Integrity Building.

He further said that through INTEGRITI Roadshow 2017, all information related to integrity issues is uploaded onto a system called the INTEGRITI Dashboard, which is a display in the form of an informative and interactive analytical development.

Through the system, the information provided can then be shared for the purpose of reference and action for the implementing agencies.

“INTEGRITI truly appreciates the support shown by state governments in strengthening the culture of integrity. The collaboration of organising the INTEGRITI Roadshow is one example. Therefore, we welcome continuous and positive views and suggestions from all parties,” said Datuk Dr. Anis Yusal.

Datuk Dr. Anis Yusal also stated, INTEGRITI is at the moment developing two new instruments – Integrity and Social Responsibility (I-SR) Certification and Integrity Training Certification to improve the programme on enculturating, appreciating and programme implementation and activities pertaining to integrity practice.

“INTEGRITI has already developed six products and instruments so far. We intend to develop two more instruments as way of offering comprehensive platform,” said Datuk Dr. Anis at the media conference. The new instruments are expected to be introduced next year.

The INTEGRITI Roadshow 2017 today was organised collaboratively with the Integrity Unit of the Penang State Secretary Office and USM.

The Opening Ceremony was held at USM’s Main Campus here and it was officiated by YB Dato’ Seri Farizan Darus, the Penang State Secretary.

In his speech, Dato’ Seri Farizan said, it is his hope that all parties would work together to practise, appreciate and support actions that can help towards a culture of integrity.

“Enculturating integrity does not only lie on the governmental institutions, but all parties regardless of position and background should play their respective roles,” he said, further adding that, “practising the culture of integrity is not only during working hours of 8am to 5pm, in fact, it should be practised 24 hours a day.”

Interestingly, INTEGRITI Roadshow in Penang also witnessed INTEGRITI and USM signed a Memorandum of Understanding (MoU). Among other things, the MoU is signed to achieve the following:

  1. joint research in establishing organisations with integrity that are free from any form of corruption, power abuse and malpractice;
  2. mutual participation in establishing common understanding and sharing of experience in the field of consultation, training, education as well as efforts to improve ethical and integrity practices in Malaysia;
  3. create mutual understanding and cooperative work to collaborate in sowing and enculturating integrity as a living practice among administrators, academic staff, students and USM’s stakeholders; and
  4. empowering USM’s Integrity Unit and the Secretariat of Rakan Integriti Mahasiswa

Commenting on the MoU, USM Vice-Chancellor, Professor Datuk Dr. Asma Ismail described it as an important collaborative effort in addressing integrity challenges and issues as well as developing stronger strategies towards achieving integrity goals for a better and more precarious society in future.

Datuk Dr. Anis Yusal added that the latest developments show that various levels of society have begun to embrace the importance of enculturating integrity values.

“This is our hope when deciding to hold the INTEGRITI Roadshow.

“Every stopover throughout the programme will hopefully show differences in terms of acceptance and ultimately achieve the goals and targets of the National Integrity Plan,” he said whilst making a presentation on issues and integrity challenges.

He also expressed his gratitude to the Penang State Secretary Office and USM for their cooperation in ensuring that the INTEGRITI Roadshow at the Penang State level is a success.

INTEGRITI Roadshow uses a roundtable discussion approach involving participants from all walks of life to identify key issues that contribute to the violation of integrity and to propose plausible solutions.
